Senate Majority Leader Joel ­Villanueva has filed Senate Bill 925 or the “No Garage, No Car Act” which requires motor vehicle owners to present proof of garage or availability of parking space before the vehicle can be registered with the Land Transportation Office (LTO). Accordingly, this policy shall be enforced in several metropolitan areas including Cagayan de Oro City.

Other areas stated in the bill are Metro Manila, Angeles, Baguio, Bacolod, Batangas, Cebu, Davao, Iloilo and Olongapo.

In his explanatory note, Senator Villanueva stated that this measure aims to stop the practice of using public roads and sidewalks as parking spaces which aggravates the worsening traffic conditions.

The proposed law also prohibits the LTO to register motor vehicles without proof of garage or parking space. Any vehicle registration that has been found to be fraudulently obtained (without proof of garage or parking space) will cause the registration to be revoked, a fine of P50,000 for every violation, suspension of the motor vehicle owner’s driver’s license for 3 years and suspension of registering any motor vehicle uner the owner’s name for 3 years.

Further, any LTO personnel who allowed such registration without the said requirement will be suspended 3 months without pay.
