A scammer posing as an employee of DSWD NCR and assigned in Mindanao and soliciting cash from victims to be included in DSWD’s programs such as Assistance to Individual in Crisis Situation (AICS), Social Amelioration Program (SAP), and even 4Ps was arrested during a joint entrapment operation by elements of the Cagayan de Oro City Police Office Station 4 (PS4-COCPO) and DSWD-X yesterday, July 19, in Balulang, this city. The suspect was identified as Jhon Carl Barbosa Mendoza alias Jay Lagrimas, 30 yrs old and a resident of 143 Tourist Village, Quezon City and temporary residing at Villamor Compound in Balulang, this city.


In his report to PRO 10 Regional Director PBGen Benjamin C Acorda Jr, COCPO City Director PCol Aaron M Mandia stated that at about 8:00 A.M. on July 19, 2022, a certain Gracefer Inabangan Cervantes, 47 years old, single and a resident of Villamor Compound, Balulang, CDOC, came to COCPO and reported that allegedly the suspect who was staying in their house for almost one month was acting as a DSWD Beneficiaries Coordinator for Social Amelioration of DSWD “AYUDA” and DSWD Educational Assistance in return with payment. The suspect was later found to be using two IDs with different names. After receiving the information, elements from Police Station 4 led by Station Commander PMaj Mario Nalla Mantala Jr, together with Intel Operatives, elements from CIU and DSWD staff led by Regional Director Flo Dollaga, immediately conducted an entrapment operation together with the complainant at around 11:55 AM at the said place.


PSSg Arjee A Jabiguero, pretended to be applying for DSWD Educational Assistance and after signing the form, he handed it over to the suspect with Eight Hundred Fifty Pesos (P850) marked money as registration payment for Social Amelioration of DSWD “AYUDA.” Suspect was immediately arrested after receiving the marked money.


According to police, the suspect was allegedly soliciting cash between P300 to P500 from unsuspecting victims to be listed as among the beneficiaries of DSWD’s various programs. Police state that the suspect could be part of a much bigger syndicate operating in the city which have collected as much as P1.2 million. Similar activities were also reported in Bohol, Iloilo, Mandaluyong and Quezon City.


Seized from the suspect were fake DSWD NCR ID, fake DSWD Red Vest, falsified documents for AICS, Social Amelioration Cards, and application forms for 4Ps.


DSWD Field Office X Regional Director Mari-Flor A. Dollaga thanked the police for the arrest of the suspect who is now facing charges of Usurpation of Authority and Falsification of Public Documents. Dir. Dollage also urged other victims to report to police so that additional charges may be filed against the suspect.
