Senate Bill 7693, establishing a Campus of the Philippine Merchant Marine Academy in Cagayan de Oro City in Misamis Oriental, Mindanao has lapsed into becoming a full law (Republic Act No. 11782) last May 29, 2022 without President Rodrigo Roa Duterte’s signature. This is in accordance to Article VI, Section 27 (1) of the Constitution wherein Bills passed by both House of Representatives and Senate shall be transmitted to the President for approval or veto and a bill may become a law, even without the President’s signature, if the President does not sign a bill within 30 days from receipt in his office.
Authored in the House by Deputy Speaker Rufus Rodriguez, Committee on Higher and Technical Education Chairman Congressman Mark O. Go and Appropriations Committee Chairman Cong. Eric Go Yap, and sponsored in the Senate by Senator Joel Villanueva of the Senate Committee on Education, Republic Act 11782 will establish a Campus in Mindanao to expand PMMA’s mandate to serve the youth of Visayas and Mindanao.
The Cagayan de Oro Campus is envisioned as a Technical and Vocational School and Training Center to offer TechVoc and STCW courses to allow students to be equipped of the necessary skills and certifications as per international conventions to make them ready to go onboard ships. This will also make the Campus as a preparatory school for those who would like to pursue BS Degrees in the Main Campus in San Narciso, Zambales.
