Meanwhile, Engr. Armen Cuenca of the City Local Environment and Natural Resources Office (CLENRO) allayed fears of the emission stating the black smoke appears only for about five minutes at the start of the process when personal belongings of the person now wrapped by a plastic body bag are included.
