Starting April 1, 2021, ALL establishments in Cagayan de Oro City including malls, supermarkets, stores, hotels, banks, offices and other enclosed entities are now obliged to implement City Ordinance No. 14023-2021 which requires scanning of the Higala App QR Code of all individuals entering their premises. Those without QR Code will have to register with the Higala App. Otherwise, they will be DENIED entry.
Pursuant to Section 10 of the said ordinance, establishments found not complying will be charged with administrative penalty as follows:
- First Offense: P1,000 and suspension of Business Permit for one month
- Second Offense; P3,000 and suspension of Business Permit for 3 months
- Third Offense: P5,000 and revocation of Business Permit
Likewise, individuals caught using other person’s unique Higala App QR Code or using a fake QR Code will be fined P500 (1st offense), P1,000 (2nd offense), and P1,500 (3rd offense).
