Three (3) municipalities in Bukidnon and one (1) in Misamis Oriental can qualify into becoming component cities once House Bill No. 8207 is signed into law. The House of Representatives recently approved on 3rd and final reading the said bill which allows the conversion of existing municipalities or cluster of barangays into component cities if they meet the minimum prescribed requirements.

In the proposal, a municipality can be converted into a component city if it complies with the following requirements:

  1. Has EITHER a POPULATION of at least One Hundred Thousand (100,000) OR a contiguous AREA of at least One Hundred (100) Square Kilometers; and
  2. Has A locally generated Average Annual Income of at least Two Hundred Fifty Million Pesos (P250,000,000.00)

Based on the said minimum requirements, four (4) municipalities in the region namely: Manolo Fortich, Maramag and Quezon, all in Bukidnon, and Tagoloan in Misamis Oriental can be converted into component cities. Of the 4, only Manolo Fortich has so far applied for cityhood. See their figures below.

Section 450 of RA 7160 states the following requirements for city hood:

  1. Has a locally generated Average Annual Income of at least One Hundred Million Pesos (P100,000,000.00) in the last 2 consecutive years; and
  2. Has EITHER a POPULATION of at least One Hundred Fifty Thousand (150,000) OR a contiguous territory of at least One Hundred (100) Square Kilometers.

Based on the said requirements, several municipalities in the region can also qualify for cityhood (subject to validation of the annual income of the last 2 years) if the respective local government units desire for conversion. However, becoming a city also means more offices and more expenses. Below are some of the municipalities that have met the criteria. None have so far applied for cityhood status.
