An Australian national and his Filipino cohort were arrested during a raid by operatives of the PNP Anti-Cybercrime Group at his rented house in Canitoan, Cagayan de Oro City last Wednesday afternoon, September 23, 2020. The operation came after a month-long surveillance since receiving information that a foreigner has been running a cybersex operation in the area.
Arrested by the PNP Anti-Cybercrime together with members of the Regional Special Operations Unit, Cagayan de Oro City Police, and City Social Welfare and Development Office were identified as Matthew Aaron Clement, 42, and Julius Mandawe, 29. Two female minors were also rescued during the operation.
Allegedly, Clement has been hiring female minors to his rented house, forcing them to use illegal drugs and have sex with them while recording their acts and uploading these through the internet. Government agents recovered sex toys, cellphones, two sachets containing traces of suspected drugs, and other drug paraphernalia.
The suspects now face various criminal charges including violation of Repubic Act No. 10175 or the Cybercrime Prevention Act of 2012, RA 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act and RA 10364 or the Expanded Anti-Trafficking in Persons Act of 2012, among others.
