Government authorities have arrested the Head of the Registry of Deeds in the Province of Bukidnon in an entrapment operation yesterday, September 2 at the Land Registration Authority (LRA) Bukidnon Office in Malaybalay City. Said operation was in relation to a complaint of the suspect’s alleged extortion activities demanding money from clients in exchange for early approval and release of Certificate of Land Title (CLT).
Suspect was identified as Atty. Manuel Castrodes Felicia, 62 years old, married, Head of Registry of Deeds (ROD) Province of Bukidnon and a resident of Brgy. Macasandig, Cagayan de Oro City.
The operation stemmed from the complaint of Atty. Policarpo Inson Catalan, a resident of Purok Masiglan Brgy. Salawagan, Quezon, Bukidnon claiming that Atty. Felicia demanded money from clients for earlier approval and release of Certificate of Land Title (CLT) despite of submitting complete requirements. Accordingly, such incident was repeatedly happened to complainant’s friends and other clients but was never reported for fear of retaliation.
Recovered from the suspect are marked peso bills amounting to Php 5,000. He is now awaiting charges for Violation of R.A. 3019.
