Cagayan de Oro City Mayor Oscar Moreno has personally asked PNP Chief Lt. Gen. Archie Gamboa via text to discontinue the incorrect implementation in the province of the Guidelines of the Movement of People under GCQ and MGCQ where Travel Authority (TA) is required at the city’s two boundaries with Misamis Oriental province. This was revealed during today’s press briefing.

It can be recalled that residents (non-APOR) of Cagayan de Oro and Misamis Oriental are required to present TA at both Opol and Tagoloan Checkpoints. In his text to PNP Chief Gamboa, Mayor Moreno cited the PNP Memorandum dated June 1, 2020 Section 3.a.4.ii,

“Travel Authority (TA) must be secured for non-essential travel whether…traveling from one province to another province, or region to another region”

Mayor Moreno emphasized that although the city is classified as a Highly Urbanized City (HUC), it is still geographically located within Misamis Oriental. Read full text of the memo in our previous post below.

Shortly after his text to Lt.Gen. Gamboa, Mayor Moreno received a call from Police Maj. Gen. Emmanuel Licup who also agreed with his position. PMaj. Gen. Licup signed the said PNP Memo. Mayor Moreno then advised the PNP to personally instruct CDO Police Chief Col. Henry Dampal regarding the same.
