The House of Representatives has just passed on second reading House Bill No. 7513 declaring the time between 10:00pm and 5:00am as unsafe hours for children under 18 years old and providing penalties for violations committed by parents or guardians.
According to the House Committee Report No. 723, HB 7513 is a consolidation of HB Nos. 894, 2332 and 7110. The said bill seeks to promote the well-being of children and their families by ensuring their safety and at the same time reduce the time when children could be used as instruments or victims of crime.
Also covered are children over 18 years old but are physically or mentally handicapped and are unable to protect themselves from abuse, neglect, cruelty, exploitation and discrimination.
However, there are exceptions on those covered by the curfew hours which include: those accompanied by parent/guardian, emergencies, traveling, attending official or authorized functions or activities, night classes and working students.
Penalties for parents or guardian found violating the provisions include fine of P2,000 or 48 hours community service (1st offense); P3,000 fine or 72 hours community service or both (2nd offense) and fine of P5,000 or 100 hours community service or both (3rd and subsequent offense).
