Cagayan de Oro City Mayor Oscar Moreno is again facing a new set of graft cases after the Office of the Ombudsman filed two more against him for alleged anomalous heavy equipment lease deals in 2009 and 2012 when he was still governor of Misamis Oriental.
Like in previous similar cases, the latest case involved the lease of one unit of Vibratory Roller from January 1 to July 31, 2009 for P2.543 million to Earth Tools Development Corporation without the conduct of public bidding. He is accused alongside then-provincial administrator Patrick Gabutina, acting provincial budget officer Elmer Wabe, acting provincial accountant Divina Bade, and assistant provincial engineer Rolando Pacuribot.
The second case involved the rental of one trailer truck owned by Equiprent Corporation for the hauling of a bulldozer in 2012 amounting to P26,250. Again, the rental of the truck was allegedly conducted without public bidding with reports of irregularities in the canvass documents. Aside from Moreno, Gabutina, Wabe, and Pacuribot, also named respondents in the second case are then-provincial general services officer Elsie Lopoy, provincial agriculturist Danilo Maputol, and administrative aide Leemar Tinagan.
Each respondent need to post bail of P30,000 for the first case and P54,000 for the second case. More details in the link below.
