The City Government of Cagayan de Oro will be implementing City Ordinance 13378-2018 or the City-Wide Plastic Regulation starting January 1, 2019.
According to Engr. Armen Cuenca, City Local Environment and Natural Resources Office (CLENRO) officer-in-charge, the ordinance provides for the prohibition on the use of plastic bags or ‘sando’ bags by all commercial establishments including malls, sari-sari stores and public markets except for plastic roll bags for wet goods such as meat, fish and processed food.
Cuenca also emphasized the ‘one plastic roll bag policy’ and penalties of at least P3,000 per ‘sando bag’ for violators.
Based on data gathered by CLENRO, the city generates 650 tons of waste materials daily, 62 percent of which are recyclable and reusable such as plastic bags.
In line with the said ordinance, CLENRO is now implementing an full scale awareness campaign among all establishments to reduce their use of plastic bags and resort to eco bags or basket in preparation for next year’s full implementation.
City officials are hoping the regulation will greatly reduce the amount of wastes being disposed at the new sanitary landfill in Pagalungan, thereby extending its life to 20 years.
