Cagayan de Oro City Mayor Oscar Moreno’s woes continues during the Holy Week. Just recently, the Office of the Ombudsman filed a new set of graft charges against Moreno and several others over alleged anomalous lease contracts amounting to P20.5 million during the period 2007-2012 when he was governor of Misamis Oriental.
Also charged were former provincial administrator Patrick Gabutina, acting provincial accountant Divina Bade, acting provincial budget officer and bids and awards committee (BAC) vice chairman Elmer Wabe and assistant provincial engineer and BAC member Rolando Pacuribot.
In its charge sheet, the Ombudsman stated that the respondents did not conduct any public bidding for the lease contracts of heavy equipment such as tankers, road rollers and excavators totaling P20.5 million and instead resorted to negotiated procurement without the necessary recommendation from the BAC or any document calling for such act which is allowed only in emergency situations.
