Cagayan de Oro City leads all cities in Mindanao with less financial dependency on the national government with the highest locally generated income percentage-wise based on latest statistics (2016) released by the Department of Finance-Bureau of Local Government Finance (DOF-BLGF).
As shown below, the city is sourcing 51.39% of its income from local sources.
Actually, the city has been consistently topping all Mindanaoan cities since 2013. Tagum City ranked No. 1 in 2011 and 2012 until CDO finally outranked it in 2013. See below.
Overall, the city ranked 16th among cities outside Metro Manila. Santa Rosa City in Laguna is tops with 68.80%.
Makati continues to lead all cities in Metro Manila and the country with 88.31% of its income coming from local revenues.
Meanwhile, Villanueva and Tagoloan in Misamis Oriental ranked 2nd and 3rd, respectively, among all municipalities in Mindanao. A town in Basilan and 4 municipalities in Maguindanao share the top spot with 100% of its income sourced locally. All are within the Autonomous Region in Muslim Mindanao (ARMM). Manolo Fortich ranked 15th and Lugait in Misamis Oriental is 16th.
Among all provinces in Mindanao, Bukidnon is No. 1 with 24.26% of its income coming from local sources followed by South Cotabato.
