Russell Salic, reportedly an orthopedic surgeon from Cagayan de Oro City, was among three individuals charged for plotting ISIS-inspired attacks in New York City in 2016.
Based on a press release from the United States’ Department of Justice, U.S. Attorney’s Office in Southern District of New York, the 37-year old Salic was charged together with Abdulrahman El Bahnasawy, a 19-year-old Canadian and Talha Haroon, a 19-year-old American citizen living in Pakistan. Salic was allegedly funding the said attacks thru money transfer. Court documents revealed Salic wired a total of $423 to the suspects to fund the attack. Screenshot of press release is shown below.

Salic was already arrested in April this year for kidnapping and murder charges in Iligan City. He is also being investigated for links with the Maute group. Salic is also affiliated with the Northern Mindanao Medical Center in Cagayan de Oro. The Philippine government is now processing his extradition to the US in relation to the terror charge.
