The Office of the Ombudsman has ordered the suspension of Department of Agriculture (DA) Northern Mindanao Regional Director Lealyn Ramos after being found guilty of simple neglect of duty arising from irregularities in the bio-organic fertilizer program. Accordingly, Ramos will be suspended for one month and one day.

Based on an article from the Philippine News Agency, the Ombudsman found several irregularities in the P17.6 million purchase of fertilizers by the National Irrigation Administration (NIA-10) during the period 2009-2012 such as unqualified suppliers, products failed products specifications and quality standards, lack of public bidding, suppliers were mere dealers and not manufacturers, and bidders failed to pass eligibility check, among others.

In its decision, the Ombudsman ruled that Ramos could have found the said infractions if monitoring and actual inspection were conducted.
