All motorists in Cagayan de Oro City are advised that Republic Act 10913 or the Anti-Distracted Driving Act will finally take effect tomorrow, May 18, 2017.
Section 4 of RA 10913 states that the following shall be deemed acts of distracted driving by a motorist on a motor vehicle in motion or temporarily stopped at a red light, whether diplomatic, public or private:
Using a mobile communications device to write, send, or read a text-based communication or to make or receive calls.
Using an electronic entertainment or computing device to play games, watch movies, surf the internet, compose messages, read e-books, perform calculations, and other similar acts
This means that all electronic gadgets like dash cams and mobile phones, placed at a vehicle’s windshield which directly obstruct the line of sight of the driver will have to go starting tomorrow, May 18. The key phrase is “line of sight of the driver“. It basically encourages hands-free functions on mobile phones.
Motorists caught with the said violations will be issued tickets with penalties ranging from P5,000 to P20,000 and revocation of driver’s license.
There are however exemptions of the law and this is in case of emergencies.
