It seems that Phase 1 of the Mindanao Railway Project (MRP) has changed after a new Chinese proposal identified the Tagum-Davao-Digos Segment for its initial phase.
It can be recalled that for several years as presented in the MPR’s proposal and feasibility studies, Phase 1 covers the 124-kilometer Jasaan-Linamon route in Northern Mindanao which also includes the Cagayan de Oro-Iligan Industrial Corridor.
However, in the latest project presentation, the new proposal by the Chinese investors has altered the coverage for Phase 1 and now covers Davao Region instead. The move was of course not a surprise since it covers the home province of President Rodrigo Roa Duterte.
The new proposal also identified three major corridors for the MRP loop:
Corridor 1: Iligan to Cagayan de Oro to Butuan
Corridor 2: Butuan to Davao
Corridor 3: Davao to Cotabato to Iligan
And based on the map below, the latest proposal has excluded Bukidnon, General Santos and Zamboanga in the P218 billion railway circuit as shown in the map below.

This is still a proposal and subject for further discussions. But the good news is that significant steps for the realization of MRP have been undertaken.
