Former Libertad Mayor Alberto Acain together with seven others were formally charged with graft for the anomalous purchase of P4.999-million worth of fertilizers without public bidding in June 2004.

In a report from Inquirer.net, Government prosecutors state that the town mayor and his officials made it appear there was public bidding before the P5 million liquid foliar fertilizer supply contract was awarded to a favored firm – Green International Enterprises.

Accordingly, major requirements in the government’s procurement system were violated. A P60,000 bail has been recommended for the accused.
