The National Economic and Development Authority (NEDA) has named Cagayan de Oro City as among the three key cities outside Metro Manila, along with Cebu and Davao, as viable alternatives for future workers. Development of these three urban hubs is part of a plan to decongest Metro Manila thereby increasing the need for expansion of housing areas and infrastructure development.
