Last year, the Department of Public Works and Highways (DPWH) issued Department Order No. 72 or the Revised Guidelines On the Installation of Project Billboard that prohibits political billboards from being installed 100 meters before and after all sites of DPWH projects.
Specifically, Number 6 in the Department Order No. 72 states that “(n)ame(s) and/or picture(s) of any personages should not appear in the billboard.”, Number 7 states the prohibition of political billboards 100 meters before and after the project. Download DPWH DAO No. 72 HERE.
But in Cagayan de Oro City and perhaps in many other DPWH project sites all over the country, said Order is being blatantly violated. Take for instance the ongoing road maintenance project along RN Pelaez Boulevard (Liceo de Cagayan By-Pass Road). At the island across SSS, the standard project billboard is installed. But just a few inches under it is a political billboard of a local candidate.
The project billboard clearly conforms with the specified design as stipulated in DAO 72 as shown below.
…while the politician’s project billboard is a clear violation or perhaps just plain ignorance of said DPWH Order.
