Regional Executive Director Maximo O. Dichoso formally turned over the reins of the Department of Environment and Natural Resources, Region 10 to incoming OIC, Regional Executive Director Edilberto S. Buiser, in a simple ceremony.

The reassignment/designation of DENR officials is part of the continuing organizational development of the department.

Hence, the turn-over was in compliance to DENR Special Order No. 2010-865 signed by Environment and Natural Resources Undersecretary for Field Operations, Atty. Ernesto D. Adobo, Jr. on December 1, 2010.

Regional Executive Director Dichoso will assume office as head of DENR, region 7, Cebu City. He replaces Regional Executive Director Leonardo Sibbaluca, who was re-assigned to Caraga Region.

The turn-over ceremony was graced by Usec. Adobo, DENR Central Office officials/representatives including boxing promoter Rex “Wacky” Salud and DENR 10 personnel.

Prior to his reassignment to Region 10, Director Buiser was the head of DENR, Region XIII (Caraga Region).

In his acceptance speech, Director Buiser asked DENR 10 officials and personnel “to accomplish what is expected of us, to justify our existence in the organization with hardwork, and to work for the good of the department.”

He further exhorted on all officials and personnel during the executive meeting to work together and do what is right and proper for the good of public service.

Among his notable awards, Director Buiser was a recipient of the Civil Service Commission’s Dangal ng Bayan Award (Outstanding Public Official/Employee) on September 19, 1991.

While on April 28, 1991 and February 1, 1990 he received the DENR Eagle Award.

Under his leadership the, DENR Caraga Region received the 1999 Green Apple Award by the Green Organization with its entry, “Development of Protocol for the Rehabilitation of Mine-Waste Dump of Manila Mining Corporation (MMC) in Placer, Surigao del Norte.”

The England-based Green Organization is an independent, non-profit environment group that recognizes, rewards and promotes environmental best practice around the world.

Director Buiser started his career in the government as casual forester in the then Bureau of Forest Development, Region 10 on October 26, 1976. He rose from the ranks and held positions as forester, Community Environment and Natural Resources Officer (CENRO) and Provincial Environment and Natural Resources Officer (PENRO). He served as CENRO in Talakag, Bukidnon, Cagayan de Oro City and offices in Caraga region. He had stint as PENRO of Misamis Oriental, Davao Oriental and Surigao del Sur. He was designated as OIC, Regional Technical Director for Forest Management Service for Region 13 and was designated as OIC, Regional Executive Director of DENR, Region 11 based in Davao City.

Director Buiser hails from Buenavista, Agusan del Norte and graduated from the College of Forestry of the Central Mindanao University (CMU) in Musuan, Bukidnon. (DENR 10/PIA 10)
