THE Liceo de Cagayan University (LDCU) Center for Environmental Studies in Mindanao is now accredited to offer training program for local government unit leading to Master’s Degree in Environmental Planning and Management.
Institute of Good Practices in Local Governance: Anchor Institution, Safer River, Life Saver Foundation, Inc. is the holder of The Program: A Facility for Adaptation and Replication/Local Environmental Planning and Management (I-GOFAR/LEPM).
Safer River, Life Saver Foundation, Inc., is an acknowledged environmental and multi awarded foundation of the University in its thrust to protect the biodiversity of the Cagayan de Oro Rivers and its river systems which is a global concern for sustainable development for generations to come.
This training program which Liceo de Cagayan University links with the Institute of Good Practices in Local Governance a Facility for Adaptation and Replication/Local Environmental Planning and Management (I-GOFAR/LPEM) articulates the University’s serious intentions in addressing environmental issues and is among the avenues where the University continues to extend its commitment to the challenges of environmental planning and management.
I-GOFAR/L-EPM is basically a resource facility that will support LGUs in its efforts to address their environmental concerns/issues by replicating and using L-EPM tools and good urban governance processes. It is also a resource facility to other stakeholders in local governance as it intends to disseminate and make use of the lessons and learnings generated by projects, programs and development policies for other purposes.
Program objectives will ensure that the trainees can identify and leverage the regulatory, voluntary and business practices for environmental management programs. Design and implement effective environment management systems and programs. Design and implement performance measurement processes to verify environment, health and safety effectiveness. Contribute to the promotion of environmental awareness and be dynamic advocates of environmental sustainability with their own communities and their own work world.
The Program will have 15 Training Modules which delves on Financial Management down to Water Quality Management. Prospective trainees must be local government employees residing in the locality with permanent employment status in the experience/involvement on development planning, development programs/projects implementation. Must be a graduate of a four year BS Degree and preferably he or she must not be a master’s degree holder.
In an interview, Dr. Rosalina S. Huerbana, the multi-awarded Executive Director of Safer River, Life Saver Foundation, Inc., told Business Week Mindanao that scheduled meetings at the tail end of January 2011 with the Lawmakers of Cagayan de Oro City: Hon Rufus B. Rodriquez and Hon. Benjo Benaldo.
The meeting will then call for the support, scholarship funding and Congressional Endorsements of the Program to the Local Government Units of Region X.
The Training Program is in consortium with LDCU as the Center for Environmental Studies in Mindanao, SRLSFI as the Anchor Institution of I-GOFAR/LEPM) with the support of the United Nations Development Programme (UNDP), the Department of the Interior and Local Government (DILG 10)-Cagayan de Oro City and the City of Government of Cagayan de Oro through City Local Environment and Natural Resources Office (CLENRO).
