Misamis Oriental got the highest Human Development Index (HDI) for 2006 based on the Philippine Human Development Report 2008/2009. Not one Mindanao province made it to the top 10 but three made it to the Top 20: Misamis Oriental (13th), Davao del Sur (14th) and South Cotabato (17th).
According to the United Nations Development Program (UNDP), the HDI is a “summary measure of human development that seeks to measure the average achievement in a country in tree basic dimensions of human development: a long and healthy life, knowledge, and a decent standard of living.”
Misamis Oriental’s under the National Statistics Office (NSO) includes its 23 towns and the cities of Cagayan de Oro, El Salvador and Gingoog; Davao del Sur includes its 14 towns and the cities of Digos and Davao while South Cotabato includes 10 towns and the cities of General Santos and Koronadal.
In the 2006 HDI, longest life expectancy is in Benguet, which ranks first in HDI, at 72.9 years; Metro Manila at 71.8; Philippines at 70.6%; Misamis Oriental at 70.2; Davao del Sur at 69.4. The shortest life expectancy is in Tawi-tawi at 53.4; Sulu at 55.5; Maguindanao at 57.6; Lanao del Sur at 58.7 and Basilan at 62.1.
On the percentage of HS graduates for residents 18 and above, Benguet is at 76.6%; Metro Manila is at 81.1%; Philippines at 55.3%; Misamis Oriental at 62.9%; Davao del Sur at 56%; South Cotabato at 58.4%. The lowest percentage is Sulu’s at 23.1%; Sarangani at 28.4%; Davao Oriental at 29.9%; Zamboanga del Norte at 34%; Tawi-tawi at 37.4%; Basilan at 38.9%; Maguindanao at 40.6%; Lanao del Sur at 44.9%.
On the percentage of primary and high school enrollment rate (2004), Benguet is at 93.8%; Metro Manila at 92%; Philippines at 90.8%; Misamis Oriental at 90%; Davao del Sur at 87.1%; South Cotabato at 90.3%. The lowest is in Maguindanao at 75.2%; Sarangani 78.7%; Zamboanga del Norte at 79.4%; Tawi-tawi at 81.8%; Lanao del Sur at 85%; Basilan at 85.8%; and Sulu at 87.1%.
In the 2003 HDI, the three top provinces in Mindanao were also in the Top 20, with Misamis Oriental at 12th, Davao del Sur at 18th and South Cotabato from 14th to 17th.
